Cooking Equipment in Rooms

"College Information and Regulations 2009/10" page 19 says:
"The use of cooking equipment of any nature is prohibited in residential rooms".
This applies to all college-supplied accommodation, whether main site, Owlstone, or college houses/flats. We are serious about this regulation, and the need for such a regulation should be so obvious as not to need rehearsal. However, it is apparent that some residents have nevertheless been cooking in their bedrooms or living rooms.

Breach of this rule is so serious that I have authorised college housekeeping staff to confiscate cooking equipment which has been used in residential rooms in breach of this regulation. The confiscated equipment will be held securely and returned to its owner when they leave college accommodation, or on some earlier date if housekeeping are satisfied that the equipment will in future not be used in forbidden areas.

The college provides either gyp-rooms or kitchens with easy reach of all residential rooms, and privately owned cooking equipment may be used in those places.

For the avoidance of doubt:
- residents in disability-adapted rooms may use cooking equipment within the areas set aside in those rooms for such use;
- use of an electric kettle (including those provided by the college), placed on a tray, is permitted in residential rooms;
- the term "cooking equipment" includes such things as toasters, steamers, and so on.

What?! Who keeps their kettle on a tray?! Why is there even a need for a tray? I have never seen a kettle on a tray. I do not understand how it would make the kettle safer to have it on a tray. I literally do not understand why this is needed. Whose idea was this? Do they have trays under all of their possessions?

If the college is going to provide us with kettles in our rooms, they should provide us with trays to put them on.
