“If the performance of a duty of the [Queens’] Visitor is required while the
office of Visitor is vacant, the Governing Body shall, by two-thirds
majority of the whole Governing Body, appoint a person, who shall not
be a member of the Governing Body, to perform that duty. If, under the
rules of natural justice, the Governing Body is unable to make an
appointment, the Master of Pembroke College Oxford shall appoint
